Oxnard ADU permit guide

Every legal ADU in Oxnard goes through the same path, from Planning's ADU Zone Clearance to final inspection. Here is how it works and how long each step takes.

Step 1: Feasibility and design

Before anything goes to the city, your builder or designer checks your lot: zoning, setbacks, easements, utilities, the Coastal Zone and any history of unpermitted work. Then they design an ADU that fits both your goals and Oxnard’s standards.

Step 2: ADU Zone Clearance (Planning Division)

Every ADU permit in Oxnard starts with an ADU Zone Clearance from the Planning Division. Planning confirms the ADU meets zoning standards like size, setbacks and height. The building submittal comes after the clearance is issued.

Step 3: Building permit submittal (Building & Engineering)

With the Zone Clearance in hand, your designer assembles the building package using the city’s ADU Plan Submittal Checklist:

  • City of Oxnard building permit application
  • ADU Plan Submittal Checklist
  • Three sets of full-size construction plans
  • Two sets of Title 24 energy calculations

The package goes to Building & Engineering at 214 South C Street, where staff confirm the plans match the approved Zone Clearance.

Step 4: Plan check and corrections

The city reviews the plans for building, structural, energy, plumbing, mechanical and electrical code compliance. Most projects receive at least one round of comments. A designer who prepares ADU plans regularly keeps these rounds short.

Timelines set by law:

  • 15 business days for the city to tell you whether the application is complete
  • 60 days to approve or deny a complete ADU application
  • 30 days for a detached ADU using a plan pre-approved by the Building Official

Step 5: Fees and permit issuance

Plan check fees are set by the scope of the project. ADUs of 750 sq ft or less pay no impact fees, and junior ADUs are exempt. Larger ADUs pay impact fees proportional to the main house. Expect separate school district fees for larger units and utility connection fees for water and sewer.

Step 6: Construction inspections

Typical inspections include foundation, underfloor or slab, framing, rough plumbing, electrical and mechanical, insulation, drywall and final. Each must pass before the next phase is covered up.

Step 7: Final and occupancy

After the final inspection passes, the ADU is a legal dwelling. You can rent it for terms longer than 30 days or move family in.

Common reasons ADU permits get delayed

  • Missing or inconsistent information on the site plan
  • Unpermitted additions or conversions already on the property
  • Undersized electrical service with no upgrade plan
  • Sewer lateral problems discovered late
  • Coastal Zone requirements discovered after design

Common questions

Where do I submit ADU plans in Oxnard?

Oxnard ADU building submittals go to the City of Oxnard Building & Engineering Division at 214 South C Street, after the Planning Division has issued an ADU Zone Clearance. Check the city's website for current submittal procedures before you go.

How much are ADU permit fees in Oxnard?

Plan check and permit fees are based on the scope of the project and are calculated when you submit. ADUs of 750 sq ft or less pay no impact fees, and junior ADUs are also exempt. School fees and utility connection fees may still apply.

Do I need a public hearing for an ADU in Oxnard?

No. ADUs and junior ADUs in Oxnard are approved ministerially, meaning staff approve them if they meet the objective standards. There is no public hearing or discretionary design review.

What happens if my ADU is in the Coastal Zone?

Properties in Oxnard's Coastal Zone, including beach neighborhoods like Hollywood Beach, Silver Strand, Mandalay Bay and Oxnard Shores, may also need a coastal development permit under the city's Local Coastal Program. Ask the Planning Division or your builder early.
